7th Pay Commission Collects Various Data of Central
Government Employees
7th Pay
Commission recently called for information from all the Ministries and issued a
format which requires various data about the central government employees
working in Ministries / Departments. All the Ministries directed their
respective departments to submit the information as required by Seventh central
Pay Commission immediately. Many departments told that they have submitted the
desired data/information in the prescribed format to seventh pay commission.
The central government departments were asked to submit the fallowing
information about central government employees.
1.Data on Personnel
Group wise Sanctioned Strength and Number in position of all
Group Employees as on Pre 01-01-2014 and post 01-01-2014 also required to be
submitted
2. Age Profile of employees
The total number of personnel in position as

Ministry/Departments have in the recent past, outsourced various services
through personnel engaged on contractual basis. In this regard the following
data is sought:

b) From 10001 to 20000 per month
c) From 20001 to 50000 per month
d) Over 50000 per Month
Expenditure incurred on contract employees

6.Data on Training of Employees.
The prescribed
Format which requires all the above information has been sent to all the
Departments by 7th pay commission and directed to submit the information with
in the stipulated date
CGHS Empanelled Hospitals should not
charge the CGHS 2014 rates
They should charge only the
CGHS 2010 rates till the New rates approved by MOH

CLARIFICATION
It has been brought
to the notice of the undersigned that some of the CGHS empanelled Health Care
Organizations have started charging new CGHS rates 2014 which have been placed
on CGHS website for information and acceptance only. Since these rates have not
yet been notified by Ministry of Health and Family Welfare, the empanelled HCOs
cannot charge these new rates and CGHS 2010 rates would prevail. Charging these
new rates 2014 from CGHS beneficiaries by empanelled health care organizations
would amount to overcharging and suitable action including recovery of
overcharged amount and forfeiture of performance bank guarantee would be
initiated against those HCOs by CGHS.

Sub : Non-inclusion of my affiliated union in the Cadre Re-structuring committee – Regarding.
Ref : EE/E/PED-1/ND/2014-15/Meeting/850 Dated 11-7-14.
It is reported by my General Secretary, National Union of Postal Civil Wing, Non-Gazatted Employees New Delhi
that the Dept. of Posts has constituted for Cadre Restructuring Committee to Civil Wing Employees (Copy of the letter
is enclosed) without including my Union.
In accordance with normal proceedures, if any Departmental Committee is constituted, representative of a
recognized union is to be included in the committee. In the Postal Civil Wing two unions are recognized by the Dept.
under RSA rules. One is affiliated with my Federation, FNPO and the other is affiliated with BPEF.
It is reported that BPEF affiliated Union including in the committee but my Federation affiliated union has not been
included. This is highly unjust and objectionable.
My Federation requests you to issue suitable instructions to the Chief Engineer, Civil wing Dak Bhawan to include
my union in the committee.
My Federation hopes and trusts that you will consider my request on merits.

Subject: Non-inclusion of Union in the Cadre
Restructuring Committee constituted by the Department
Respected
Madam,
Of
late it has come to our notice that the Civil Wing Administration has
constituted a restructuring committee for the existing cadre of Postal Civil
Wing Staff vide their letter No.9(1)/CEND/Union Meeting/2013-14/441 dated
16.04.2014 and a meeting was also conducted in the month of May, 2014 and the
second meeting scheduled to be held on 25.07.2014. The terms of reference of the committee has
also been declared vide No.EE/PED-I/ND/2014-15/Meeting/850 dated 11.07.2014. In this connection we would like to state
that we are one among the recognised union for the Civil Wing vide
No.13/01/2010-SR dated 18.11.2011 as per the verification process held in the
year 2010 in accordance with the Recognition of Service Associations Rules
conducted by the Department. It is pity
to inform that the Civil Wing Administration has ignored our genuine right of
the representing our cadre in the Committee and only included the BPEF
affiliate Union which is against the Rights our trade Union facility in the
Department. It is, therefore, requested
that the Committee should be reconstituted immediately including our
Representatives also and the meeting which is being held on 25.07.2014 may be
cancelled forthwith and the terms of
reference of the Committee should be decided in consultation with us also. If the request is not acceded to we will be
forced to approach Court of Law for legal measures for the genuine right of our
Union as this type of action is continuously facing by us for since our
recognition.
It is, therefore, requested
that the Civil Wing Administration may be directed to take necessary immediate
action for according the trade union facilities to our Union also alongwith
other recognised union/federation.

About DoP and Finacle
For more than 150 years, the Department of Posts (DoP) has been the backbone of the country’s communication and has played a crucial role in the country's socio-economic development. It touches the lives of Indian citizens in many ways: delivering mails, accepting deposits under Small Savings Schemes, providing life insurance cover under Postal Life Insurance(PLI) and Rural Postal Life Insurance (RPLI) and providing retail services like bill collection, sale of forms, etc. The DoP also acts as an agent for Government of India in discharging other services for citizens such as Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) wage disbursement and old age pension payments. With 1, 55,015 Post Offices, the DoP has the most widely distributed postal network in the world.
New Delhi, India - August 9, 2012: Infosys, a global leader in consulting and technology, today announced that it has been selected by the Department of Post, Ministry of Communications and Information Technology, Government of India for a mission-critical program that will enhance India Post's financial services across 150,000 post offices in the country. This is part of the 'India Post 2012' modernization program that aims at bringing transparency, agility, flexibility and scalability to India Post's operations.
Under the agreement, Infosys and India Post will embark on a transformational initiative, which encompasses Financial Services System Integration. This project, estimated at INR 700 crores, aims to transform India Post into a technology-enabled and autonomous market leader, by revolutionizing its financial operations and end-user services.
As Financial Services System Integrator, Infosys will implement and manage its flagship Finacle™ Core Banking and McCamish™ Insurance products to help India Post transform its banking and insurance operations - covering more than 200 million banking customers across urban and rural India; including a large base of insurance customers. Infosys will be installing 1,000 ATMs for India Post as part of this program to increase the effectiveness of its delivery channel and will also implement an electronic Content Management system to manage millions of documents generated as part of India Post's financial operations.
For the project, Infosys will support India Post in the following areas:
Complete System Integration including designing, building, supplying, installing and commissioning hardware and software
Data migration and deployment of the platforms and solutions across all identified post offices
Supporting multi-year managed services, application support and infrastructure operations
Training more than 35,000 India Post employees across the country on the usage and deployment of the new platform and solutions
Introduction about Finacle
Finacle is a core banking software package developed by Indian technology corporation Infosys.
It is used by multiple banks across several countries, it can handle multi-currency transactions. Several major customers of Finacle include Nadra Bank of Ukraine, ICICI Bank of India and Al Hilal Bank of the United Arab Emirates
