GENERAL SECRETARY'S LETTER TO CHIEF ENGINEER AND COPY ENDORSED TO SUPERINTENDING ENGINEERS CIVIL AND ELECTRICAL
The
direct recruitment through Staff Selection Commission to the cadre of Junior Engineers(Civil) and Electrical
were commenced from 2009 in our Department and new incumbents have joined since
the first half of 2010. While issuing
the appointment order by the Department, a clause of qualifying induction
training was incorporated and made mandatory for issuing the probation
clearance orders on completion of two years of service by them. It is well known factor that the Department
of Posts have not nominated for training even to a single Junior Engineer
either within the Department or in other Department like CPWD etc. Due to the reason of non-completion of the
training, the Superintending Engineers are not at all issuing the probation
clearance orders to Junior Engineers even after completion of four years or so
for the reason that they have not undergone the so called training which does
not exist. Without issuing the probation
clearance orders, these Junior Engineers
are frustrated about their probation period and further career prospects for no
fault of them.
We therefore request you to
kindly look into the matter and arrange for the training as prescribed by the
Department to the Junior Engineers immediately or issue a relaxation of the
condition of training for time being till introduction of training in our
Department or till some alternative arrangement is made by the Department for
imparting the training.
