THE CENTRAL GOVERNMENT HEALTH SCHEME AUTHORITIES INTRODUCED PLASTIC CARDS FOR THE BENEFICIARIES INCLUDING THE PENSIONERS WHICH IS STATED TO BE USED ALL OVER THE NATION EITHER ON TRANSFER OF SERVING EMPLOYEES AND CHANGE OF RESIDENCE OF PENSIONERS.  BUT TO MY ASTONISHMENT ON MY TRANSFER TO CHENNAI FROM TRIVANDRUM, THE CGHS AUTHORITIES HAVE INTIMATED ME THAT THE CARD ISSUED AT TRIVANDRUM CANNOT BE USED IN CHENNAI AND HAVE TO BE APPLY FOR NEW CARD AT CHENNAI AFTER SURRENDERING THE CARD AT TRIVANDRUM.  THIS IS ACTUALLY UNDER USAGE OF THE SYSTEM AND BURDEN TO THE EXCHEQUER FOR PREPARATION OF NEW PLASTIC CARD FOR TRANSFERRING EMPLOYEES.  EVERY YEAR THOUSANDS OF OFFICERS AND STAFF ARE GETTING TRANSFERS FROM ONE PLACE TO ANOTHER AND LAKHS OF RUPEES IS SPENDING BECAUSE OF UNDER USAGE OF TECHNOLOGY AND  SYSTEM.  WE SUGGEST ALL UNIONS OF CENTRAL GOVERNMENT SHOULD TAKE UP THE ISSUE WITH THE CGHS AUTHORITIES TO AVOID WASTAGE OF TIME AND MONEY 
THE CIRCLE CONFERENCE OF MAHARASHTRA CIVIL CIRCLE WILL BE HELD AT HYDERABAD ON 23RD AND 24TH OF APRIL, 2016.  GENERAL SECRETARY WILL BE ATTENDING THE CONFERENCE.  ALL CIRCLE SECRETARIES OF FNPO AFFILIATED UNIONS AND DIVISIONAL SECRETARIES OF HYDERABAD ARE REQUESTED TO EXTEND THEIR SUPPORT BY INSPIRING TO ALL OF THEIR MEMBERS TO ATTEND THE CONFERENCE.  INDIVIDUAL INVITATION WILL BE FORWARDED TO THEM BY THE CIRCLE SECRETARY SHRI DVNS MURTHY.

subject: Declaration or Holiday on 14th April, 2016 – Birthday of Dr.B.R.Ambedkar.

It has been decided to declare Thursday, the 14th April 2016, as a closed Holiday on account of the birthday of Dt.B.R.Ambedkar, for all Central Government Offices including Industrial Establishments throughout India.

2. The above holiday is also being notified in exercise of the powers conferred by Section 25 of the Negotiable Instruments Act, 1881 (26 of 1881).

3. All Ministries/Departments of Government of India may bring the above decision to the notice of all concerned.

  • It is learnt from Directorate that they called for the reports from the Circles about Finacle and Meccamish issues some of the Circles sent D.O. letters to the Directorate explaining the ground reality. Let us hope Department will find the solution. If not our federation will discuss the issue with NFPE and appropriate decision will be taken to find the solution, till such time our cadres are requested not to resort any local agitations

New Delhi: All non-entitled central government employees have been allowed to travel by air while availing Leave Travel Concession (LTC) with a condition that reimbursement in such cases shall be restricted to the fare of their entitled class of train or actual expense.

The Ministry of Personnel had recently eased norms for processing claims of LTC - which allows grant of leave and ticket reimbursement to eligible central government employees to travel to their home towns and other places.

"Government employees not entitled to travel by air may travel by any airline. However, reimbursement in such cases shall be restricted to the fare of their entitled class of train, transport or actual expense, whichever is less," an order issued by the Ministry said.

The move comes after the government received a number of queries in this regard. In many cases, employees did not have railway station or good road network to their home towns and they had requested for permission to travel by air to save time, which was being denied, officials said.

Now, they will be allowed to travel by air and by any airline, they said. At present, those entitled to travel by air have to mandatorily travel by Air India.

A government servant may also apply for advance for himself or his family members 65 days before the proposed date of the outward journey and he or she would be required to produce the tickets within ten days of the withdrawal of advance, irrespective of the date of commencement of the journey, as per the new norms.

There are about 50 lakh central government employees. All central government employees have been asked to share photos and interesting details of their holidays.

The Department of Personnel and Training (DoPT) has decided to put a limit of one month for verification of LTC claim after the LTC bill is submitted by government employee for settlement and final payment.

"Efforts should be made to reduce the duration of processing of LTC applications or claims at the earliest. The maximum time limit should be strictly adhered to and non- compliance of time limit should be adequately explained," its directive said.
