The JCM Staff Side delegation met the Chairman, Seventh Central Pay Commission, 25/02/2015 at 11:00 hrs. The following issues were raised :-

i. Merger of DA with Pay and grant of Interim Relief :-

The JCM Staff Side insisted that the Pay Commission should consider Staff Side memorandum submitted in the month of June 2014 and recommend DA merger.The Chairman, 7th CPC replied that there is no communication from the Government of India to give interim report on DA merger demand. After discussion, the Chairman 7th CPC has decided to send D.O. letter to the Government today conveying the strong protest of Staff Side/JCM.

With regard to grant of Interim Relief, the Chairman heard the point of view of the Staff Side JCM that it is only “provisional payment in view of market situation and urged upon the Commission to send suo-moto recommendation to the Government.

ii. Allotment of time slots for explaining the case of Central Government Employees as well ‘ Departments like Railways, Postal, Defence (Civil side) etc.,

The Chairman suggested that small committees may be constituted by the Staff Side for meeting the Pay Commission for deliberations and enough time will be given. He also said that the Memorandums given by JCM, Federations/Unions/Associations have been gone into by the Pay Commission fully. He further said that VII CPC will meet the teams from each department and hear their proposals.

Responding to this, the JCM Staff Side has agreed to make out the proposal for the purpose of facilitating the Pay Commission to hear the views/submissions of the Federations/Unior/Associations. The deliberations may commence somewhere after15th March, 2015. Staff Side JCM will prepare time schedule proposal and send to Pay Commission accordingly.

iii. Gramin Dak Sewaks – The case was explained. The Pay Commission was suggested that the copy of Supreme Court Judgment may be made available for examination.

On behalf of NFIR S/Shri M.Raghavaiah (JCM Staff Side/Leader), Guman Singh, R.P.Bhatnagar and B.C. Sharma have participated in the meeting.

WE DON’T WANT SEPARATE COMMITTEE

JOIN INDEFINITE STRIKE FROM 2015 MAY 6TH

In the discussion held on 05.02.2015 with the Postal Joint Council of Action (NFPE, FNPO, AIPEU-GDS (NFPE) and NUGDS), Secretary, Department of Posts has assured that the demand for inclusion of GDS under 7th CPC will again be referred to the Government by the Postal Board. If all the Postal Federations and Unions/Associations join together and go for an indefinite strike from May 6th as decided by the PJCA, Government will be compelled to include GDS under 7th CPC.

But the recognised GDS Union is demanding separate committee and conducting separate strike, breaking the unity of five lakhs Postal employees. Separate strike for a separate committee will weaken the demand for grant of civil servant status to GDS and will help the Government only.

When NFPE, FNPO, AIPEU-GDS (NFPE), NUGDS, Confederation of Central Government Employees & Workers, JCM National Council staff side including Railways & Defence are demanding inclusion of GDS under 7th CPC, why recognised GDS Union alone is demanding separate committee and conducting separate strike. Gramin Dak Sevaks should understand the hidden agenda of the recognised GDS union and defeat the demand for separate Committee.

All Gramin Dak Sevaks are requested to join the joint indefinite strike of Postal Joint Council of Action (NFPE, FNPO, AIPEU-GDS (NFPE) & NUGDS) from 2015 May 6th. Our demand is inclusion of GDS in 7th CPC and grant of civil servant status. We don’t want a separate committee..

Subject:-MODIFIED ASSURED CAREER PROGRESSION SCHEME FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES-instructions regarding,

This Department on the recommendation of Sixth Central Pay Commission in Para 6.1.15 of its report and in supersession of previous Assured Career Progression Scheme, vide O.M. No. 35034/3/2008-Estt.(D) dated 19.05.2009 introduced the Modified Assured Career Progression Scheme (MACPS) for the Central Government Civilian Employees which is operational w.e.f. 01.09.2008. MACP Scheme envisages the three financial upgradations at intervals of 10, 20 and 30 years of continuous regular service to all regularly appointed Group "A", "B", and "C" Central Government Civilian Employees.

2. As per para 6 of DOPT's O.M. No. 35034/3/2008-Estt.(D) dated 19.05.2009, the Screening Committee would follow a time-schedule and meet twice in a financial year preferably in the first week of January and first week of July of a year for advance processing of the cases maturing in that half. Accordingly, cases maturing during the first-half (April/September) of a particular financial year would be taken up for consideration by the Screening Committee meeting in the first week of January. Similarly, the Screening Committee meeting in the first week of July of any financial year would process the cases that would be maturing during the second-half (October-March) of the same financial year.

3. It has come to notice of this Department that the benefits of MACPS are not being granted as per the schedule/provisions in the MACP Scheme leading to dissatisfaction and grievances among the employees. Therefore, Ministrie/Departments are advised to ensure strict compliance to the time limits indicated in MACPS for grant of benefits under this scheme as and when the employees become eligible for such benefits.

Subject: Encashment earned leave alongwith LTC- clarification.

The undersigned is directed to refer to DoPT’s O.M. No. 31011/4/2008-Estt.(A), dated 23s September, 2008 allowing encashment of earned leave alongwith LTC and to say that references have been received with regard to the number of times that a Government servant can avail of the encashment within the same block.

It is clarified that the Government servants governed by the CCS (Leave) Rules, 1972 and entitled to avail LTC may encash earned leave upto 10 days at the time of availing both types of LTCs, i.e. `Hometown’ and ‘anywhere in India’. However, when the one and the same LTC is being availed of by the Government servant and his family members separately in a block year, encashment of leave would be restricted to one occasion only.

            WE SHOULD CONTINUE OUR CAMPAIGN AND PREPARATIONS FOR INDEFINITE STRIKE FROM MAY 06^th, 2015.

REGARDING GDS, SECRETARY (POST) TOLD THAT GOVT. HAS AGREED TO RE-EXAMINE THE CASE FOR REFERRING THE REVISION OF WAGES AND OTHER SERVICE CONDITIONS OF GDS TO 7^th C.P.C. WE HAVE TAKEN A FIRM STAND THAT WE DO NOT WANT SEPARATE COMMITTEE FOR GDS.

 SECRETARY GENERAL NFPE & FNPO, GENERAL SECRETARIES OF AFFILIATED UNIONS INCLUDING GDS UNIONS PARTICIPATED IN MEETING.

A high power committee named as Task Force on leveraging the Post Office Network headed by ShriT.S.R. Subramaian Ex. Cabinet Secretary consisting  8 other members having expertise in other  fields was appointed by Prime Minister of India. The main object of this Committee was stated to study and make recommendations regarding leveraging the Post Office  Network in India and bring it in  line with changing market trends and the emerging competition with focus on mail and parcel services particularly in rural areas upgrading of infrastructure  and technology incorporating the best global practices available as also by introducing new services and participation  of multiple players and to make  the Department of Post financially viable.

When Task Force Committee was appointed many of our Comrades were presuming that Good Days (Achchhe Din) of Postal Department are likely to come. But it was  a question  before us  that when Govt. is attacking all sectors like Railways, Defence, Public Sector Banks, LIC & BSNL etc. Why alone Postal Department will get good days only.

NFPE leaders also met with Chairman of  Task Force  and during the  course of discussion he told that Postal Department  will be  benefited by the recommendations of Task Force and more jobs will be generated and there will be no adverse  impact on staff.

But when the report was published it was clearly an indication of govt’s hidden agenda to corporatize the main functions of Department of Posts. Accordingly to the report the Deptt. Of Posts will be divided in to six units. i.e. (i) Banking and financial services (ii) Insurance  (PLI/RPLI), (iii) Distribution of third party products (Services on behalf of private  parties on payment basis), (iv) Management of Govt. services (v) Parcel & Packets and (vi) communication delivery

First five units are designated as strategi Business units and sixth unit will deliver mails at subsidized rates. Under Deptt. Of Posts a holding company “India Post (Financial and other services) Corporation ” will be formed The Corporation will consist Board of Members and one Chairman from the Board members.

All the five separate subsidiary companies will also have separate boards. In the course of time Govt.  may disinvest of its part of  holding  and new corporation will raise fund from share market and thereafter  will  also be listed in share market in future.

It is stated in the report that five subsidiary Companies will make profit and contribute to meet the loss of sixth unit.

The Task Force Committee has also recommended for amendment of Indian Post Office Act 1898 and to bring another Postal Act. “India Post (Financial and other services)” Corporation Act for reorganization of Deptt. of Posts by creating new Corporate Structure.

Based on the above facts it is Crystal clear that the recommendations of Task Force are a layout plan for corporatization and privatization thereafter just like happened with Telecom Deptt.

So this is the first and foremost duty of every Postal employee to oppose this dangerous and retrograde move of Govt. of India to Corporatize and privatize the Deptt. Of Post and defeat it. Entire employees should come under one banner of JCA and oppose unitedly this Task Force Committee report. Our slogan should be “Save Postal and save India Post”.

 If we allow NDA Govt. to corporatize the functions of the Deptt. Of Posts, it will be the beginning of end of Govt. run Postal Services in India. The decision of Postal Joint Council of Action (NFPE, FNPO, AIPEU GDS (NFPE) and NUGDS) to go on indefinite strike from 6th May 2015 should also be strengthened further by adding the demand in Charter of Demands. “No Corporatization in Postal Services”.

So we should be ready for a do and die battle.
