Review of the minutes issued on the previous meeting of the Department and representatives of JCA
The Department has issued a minutes of the meeting with the representatives of JCA vide No.10-7/2009-CEND/1196 dated 07.07.211. The concerned Unions were not received any communication of the action taken by the Dept.

Re-organisation of ministerial staff  and constitution of a Committee for Re-organisation of Civil Wing
The Chief Engineer, Delhi has issued an office order No.3-7/2009/CEND/1489 dated 30.08.2010 redistributing the ministerial staff without considering the actual requirement in each office.  At present each and every office is facing acute shortage of staff and finds overloading the staff.  Most of the Sub-Division Offices are functioning without clerical staff.  Reinstatement of abolished clerical posts may also be taken up
At present there are only one Civil Division Office in most of the states/postal circles except few and one Electrical Division Office for three to four states/circles.  The geographical area of the states are not equal in our Country and the available Junior Engineers had to travel extensively for days together including the terrain areas especially in  North East Regions.  Hence, there should be a norm for the jurisdiction to Junior Engineers considering their headquarters of posting and geographical situations.

PROPOSAL WILL BE TAKEN CARE OFF AND A DETAILED STUDY REPORT WILL BE SUBMITTED TO DIRECTORATE

Promotion of MTS
The department has sought information regarding the working MTS who possess 12th Class pass vide letter No.10/10/2010/CWP dated 17.09.2010 but no further action has been taken and directions to concerned Superintending Engineers are pending till date hence the eligible promotions have been denied to the MTS.

Holding of MACP Screening Committees as per the direction  of Dept. of Personnel & Training
The standing instructions of the Department of Personnel & Training OM No.35034/3/2008-Estt(D) dated 19.05.2009 the Screening Committee should meet twice in every year – January and July – but in our Wing it is not following the instruction.  Hence, the SEs. May be directed to follow strictly to avoid delay in getting the benefits to staff members.

Permission for purchase of brief case/ladies purses
The staff members in the Postal Side who is drawing grade pay of `4200/- are eligible for  purchase of brief case/ ladies purse but in most of the Civil Wing staff are denied of the facility.  The Directorate Circular No.F.No.151/ 2011-GA dated 26.10.2012 which was endorsed vide No.10-3/ 2011-CEND/95 dated 04.02.2013

Appointment of Draughtsman
As per the information available, there are no Junior Draughtsman is at present working in the Civil Wing.  As the post of Draughtsman carries higher responsible duties in the Division Offices which is at present looked after by the unqualified ministerial staff.  The recruitment rule for the Draughtsman has also not been framed yet as per the requirement of VI CPC.  The MTS i.e. then Group-D who are having qualifications are not also promoted to the post of Draughtsman. 

ACTION IS UNDER WAY AND WILL BE DECIDED SOON

Posting of Ministerial Staff  in the Home State
At present the cadre ministerial cadre is divided as Assistant/Works Clerk Grade-I/Grade-II.  Even though we have placed before the Cadre Restructuring Committee to bring all these cadres at par with the Postal Assistants and if the same is accepted by the Department the implementation may consume lot of time as it requires consultation with other Departments also.  Till such time, the transfer and postings of the Grade-I and Grade-II clerks may be restricted within the Home State by interchanging the posts with Division and Sub-Division offices under the co-ordination circles.  Further, the WC Grade-I clerks  may also be incorporated in the Rule-38 transfers within the Department


IT IS TO BE DISCUSSED WITH THE SES CONCERNED.  WE HAVE INFORED THAT WE ARE NOT HAVING A PLATFORM TO OFFICIAL MEETING WITH THE SES AS THEY ARE NOT CONDUCTING THE MEETING WITH THE UNION.  CHIEF ENGINEER ASSURED THAT DIRECTIONS WILL BE ISSUED IMMEDIATELY TO SES FOR CONDUCTING REGULAR MEETING WITH THE UNION REPRESENTATIVES.

Up-gradation of grade pay to Wireman
The up-gradation of grade pay to wire man cadre in the Department is pending in various offices due to non-availability of clear cut clarification regarding the type of training they required to be acquired for up-gradation of grade pay.

Grant of selection grade pay to Lift Operators
As per the judgement of Hon’ble Court the Department has extended the benefit of Selection Grade to Shri K.L.Tiwari, Lift Operator vide letter No.3-2/2013-CWP/627 dated 03.06.2013 and subsequent clarification of even no.945 dated 17.06.2014.  But there are number of Lift Operators who are eligible for the same benefit is available in the Department.  The benefit as extended to Shri K.L.Tiwari, Lift Operator petitioner in the Court Case to all others also to avoid litigation and time loss
THE CE HAS DIRECTED US TO GET THE REPRESENTATIONS OF THE INDIVIDUALS IF THEIR REPRESENTATIONS ARE REJECTED BY THE SEs THEN THE CE OFFICE WILL ISSUE THE DIRECTIONS.  THE INDIVIUALS MAY SUBMIT THEIR REPRESENTATIONS TO DEPARTMENT IMMEDIATELY AND THE OUTCOME MAY BE INTIMATED TO US FOR TAKING UP THE ISSUES AT THE SEs LEVEL

Grant of MACP Grade Pay on hierarchy of posts in the Department instead of hierarchy of grade pay
The Hon’ble Principal Bench of Central Administrative Tribunal has delivered a judgement in favour of the CPWD Staff Association on the lines of the judgment delivered by the Hon’ble Punjab & Haryana High Court on 19.10.2011 in Union of India and others vs. Raj Pal and another which was later upheld by the Hon’ble Supreme Court also thereby the Ministry of Urban Development and Director General of Works, CPWD is implementing the judgment to grant the MACP Grade Pay on hierarchy of posts in the Department instead of hierarchy of grade pay.   The same criteria may be adopted in our Department also

CLEARANCE OF PROBATION OF JUNIOR ENGINEERS
The recruitment to posts of Junior Engineers Civil & Elect were commenced as long back as 2010.  But the Superintending Engineers are not issuing the clearance of probation and confirming them in the posts on completion of two years as they have not undergone the training as stipulated in the appointment orders.  Since the Department has not arranged for any training facility to these Junior Engineers the prolonging of the declaration of confirmation and clearance probation is not justifiable. 
THE CE HAS INTIMATED THAT THE SEs HAVE BEEN GIVEN DIRECTION TO CONDUCT THE TRAININGS AND THE CLEARANCE OFPROBATION PERIOD. MATTER AGAIN WILL BE TAKEN UP AT SEs LEVEL AS SOON AS THE MEETINGS ARE HELD WITH SEs.

STENOGRAPHERS GRADE
It is pertinent to note that the modes of recruitment of the Stenographers are one and the same in Subordinate as well as in Central Secretariat Services.  It is through a common competitive examination conducted by the Staff Selection Commission (SSC), Govt of India, on an All India basis. The pay scale is the same for Secretariat and non-Secretariat service at entry grade.  Further it is nowhere mentioned in the notice issued by SSC at the time of recruitment that  the pay structure will be fixed at different scales of pay depending on the place of posting i.e. Central Secretariat or Subordinate offices. Being “COMMON CATEGORY” fixing different Pay Scales based on the place of work is against the principle of ‘Equal  pay for Equal work’.  VI CPC recommended for treating stenographers in field offices and Central Secretariat equally.  Govt. also accepted parity upto the level of Personal Assistants in both field and CSSS cadre.  But it has not been implemented.  There should not be different cadre in stenographers. All benefits and promotional avenues entitled to CSSS cadre should be given to subordinate office stenographers

CONSTITUTION OF COMPLAINT REDRESSEL CELL
At present there is no complaint or grievance cell either at the Chief Engineer level or Circle Level.  The complaint and grievance cell functioning in the Postal Circle Offices are not entertaining the grievances of Civil Wing Staff on the plea that they are not competent to take any administrative decision in the Civil Wing.  Hence a grievance cell should be constituted for all staff working in the Civil Wing and also a women’s cell may also be considered for constitution

ENSURING ELIGIBILITY OF CIVIL WING MINISTERIAL STAFF FOR  DEPARMENTAL EXAMINATIONS
Department of Posts regularly conducting Departmental Examinations for various cadres in the Department.  But no civil wing staff is eligible for attending the examination whereas the Postal,RMS & Postal Accounts staff are eligible for attending the examination.  Matter may be taken up with the Directorate for including the Civil Wing Staff also in the eligibility for attending examination as they are also recruited through Staff Selection Commission with minimum pass in 12th Class and working in various span works as like as Pas/SA

Restoration of Thrissur Civil Sub-Division in Kerala
During May, 2013 the Department has ordered for diversion of then existing Trichur Civil Sub-Division to Trivandrum as Sub-Division-II.  This was done for the purpose of accommodating one Assistant Engineer without jurisdiction and assigning the charge of Executive Engineer.  But the situation has changed and the workload of Ernakulam and Calicut have increased considerably whereas the Trivandrum Sub-Division has reduced considerably.  Hence, it is proposed that the Trichur Civil Sub-Division may be restored at Trichur.

Appointment of Junior Engineers (Electrical) in Kerala State
Earlier, there were three Four Junior Engineers(Electrical) were working one each at Trivandrum, Ernakulam, Calicut & Trichur so that the electrical works can be supervised effectively.  Now all the electrical works are manned by the Assistant Engineer & One Junior Engineer from Trivandrum.

THE DIRECT RECRUITMENT QUOTA VACANCIES HAVE ALREADY BEEN REPORTED AND THE DEPARTMENTAL EXAMINATION QUOTA WILL BE FILLED UP EARLY

Implementation of Cadre Restructuring Committee recommendations
The Cadre Restructuring Committee have submitted its report to Chief Engineer(Civil).  The recommendations may kindly be implemented without delay.
THE SAMEHAS ALREADY BEEN SUBMITTED TO DIRECTORATE AND A POSITIVE DECISION IS EXPECTED

Refreshment course to Ministerial and Junior Engineers 
For the last twenty years no refreshment courses have been conducted for the staff of Civil Wing which will help them to refresh with the new rules and regulations in administrative matters as well as CPWD Manual, computer training etc. etc.

Providing security cap and shoes to Junior Engineers
The Junior Engineers have to supervise the roof works and other high raised buildings construction as well as maintenance.  They are not in receipt of departmental supply of the same   The aspect for supplying the same may be considered.

Five days working week for Junior Engineers
Some AEs are insisting for the leave application including Saturday where there is no service centre is attached.  As per the instruction the Sub-Divisions are following five days week  where there are no service centre. A General Circular clarifying the position may be issued.

Appointment of MTS
Your kind attention was drawn vide letter no.16(10)/09/SE(P)/Kol/812 dated 20.08.13 of the SE(C),PCC, Kolkata wherein the details of the case of Shri Utpal Samajpati has been enumerated and requested to convey your decision regarding appointment of candidate nominated from SSC(ER) , Kolkata against the post of MTS. But  reply has not yet been received.

Revival of abolished posts of clerical cadre
Number of posts were got abolished during the last ten years. Hence the working strength have been reduced considerably and all the Offices are facing staff shortage and number of sub-division offices are functioning even without only one available clerical post.
